World of Echo took a while, but it occurred to me that there really is nothing I've heard that sounds like this. there are some very weird and unique soundscapes for an album this lowkey and "old", his voice is beautiful and compliments the weirdness very well, also the whole thing has a slightly unsettling and surreal vibe which i like

EDIT (December 1st, 2023): I fucked up again. This is proto-Microphones. Chad Matheny alias Emperor X mentioned in a couple of interviews that Arthur Russell is one of his main influences, but I believe he also secretly inspired Phil Elverum. 'World of Echo' is an 'onion' type of record, with layers of skin to take off at each listen.

While many records could be described by their inescapable beauty, none of them could ever sound like World of Echo. Most great albums rely on their ability to describe deep, complex thoughts, feelings and situations, aswell as ingeniously weave different sounds together. On the other hand, Arthur Russell founds beauty inside the simplest and sweetest melodies.
