Overall boring new wave album with lyrics that are generally insipid (especially On Islands). Has a couple saving graces where the sound is actually able to hit — I liked A Map of You and Dead Fish (Don’t Swim Home) wasn’t bad.
Is it his best album since Donda? Yes. Is that saying a lot? Not really.
Two thirds of the album are solid, the last is just old tracks that have been glossed over. Not even that they aren’t good, but they don’t fit the vibe of the rest of the album. Bully V0 (the original leak) had such a different vibe (musically, but not thematically) that it can’t really be called the same album.

Very respectable album. Strong beats, strong features, no objective misses. Only loses some point due to subjective preferences, but still overall enjoyable.
If childlike joy was distilled into music.
The opening hook of “Oh! Tengo Suerte” is filled with a level of simple optimism that sets the tone of the rest of the album masterfully. The second track, "Tokyo Reggie" (トーキョー レギー), follows up on this, with the electric guitar carrying through a riff that builds up the energy of the song as a whole.
