woods has talked before in an interview about how one of the major problems Africa faces, in his view, is that unhappy, oppressed young men are risking their lives to leave. Years ago, oppressive regimes would have dealt with mass protests and resistance from their populations; now they simply leave, off to the hope a better life elsewhere, so nothing ever changes.
I think this worldview, this idea, is the through-line for this song, specifically. It seems to be the base he builds upon here.
